Connolly, 21, is back to full fitness following a hamstring injury sustained in the 3-3 draw against Wolves earlier this month.
Connolly was an unused substitute in the 0-0 stalemate against fellow strugglers Fulham in midweek but is pushing for a starting place against Spurs.
The Ireland international is one of the few players to offer genuine pace in the Albion line-up and has good memories against Spurs, having scored a brace against them in a 3-0 triumph last season.
Tariq Lamptey (hamstring) and Danny Welbeck (knee) remain sidelined and Adam Lallana (groin) will be assessed.

1. Robert Sanchez
The Spaniard looks to be the established No 1 following Maty Ryan's loan switch to Arsenal. Made his debut for Brighton during the 2-1 loss at Tottenham in the reverse fixture
2. Ben White
White could well be used in a defensive role against Spurs and will need to be at his best against a very mobile Spurs attack
3. Lewis Dunk
The Albion skipper will not be up against Harry Kane, who injured his ankle in midweek against Liverpool. Dunk is in good form of late and will be determined to lead Albion to their first home win of the season
4. Adam Webster
Always look more comfortable in a central role but could be back on the left of a defensive trio for this one
